粮SNAP food benefits
SNAP puts money on an EBT card each month for groceries. From October 2026 the maximum is $306 for one person and $1,023 for four. A federal law tightened rules for immigrants and work; read "What changed recently" first.

What changed recently
- Fewer immigrants qualify: now mainly green card holders, Cuban/Haitian entrants and COFA citizens. Refugees and asylees without a green card no longer qualify. NY applied this to new applicants from April 2026; current cases change at recertification.
- Court ruling: in Sept 2026 a federal court ruled that people who were refugees or asylees and later got a green card still qualify, without the 5-year wait. An appeal is possible.
- Work rule: adults 18–64 with no child under 14 at home must work, train or volunteer 80 hours a month, or SNAP is limited to 3 months in 3 years. NYC has enforced this since March 2026.
Who can apply
- Income (monthly, before tax, for Oct 2025–Sep 2026; the Oct 2026 figures are slightly higher, pending NY's notice): households with earnings about 1 person $1,957, 2 $2,644, 3 $3,332, 4 $4,019; households with a senior, disabled member or child-care costs: up to $2,608 (1) or $5,358 (4)
- Status: citizens, green card holders (usually after 5 years; no wait for children under 18, people on disability benefits, or people with 40 work quarters), Cuban/Haitian entrants
- Mixed-status families: U.S.-born children can get SNAP even if parents have no status; parents can apply for the children without giving their own status
How to apply, step by step
- Step 1Get documents ready: ID, recent income proof for everyone (such as pay stubs from the last 30 days), lease or rent bill, and utility bills. Rent and utility bills can raise your benefit.
- Step 2Apply online (easiest): go to the ACCESS HRA website (a069-access.nyc.gov/accesshra) or download the ACCESS HRA app. You can choose Chinese at the top. Choose to apply for benefits, then SNAP.
- Step 3Fill in as much as you can. You can leave hard parts blank; HRA will ask later. Press submit. The day you sign and submit is your filing date (after business hours it counts as the next business day).
- Step 4If you can't go online: apply in person at a SNAP Center, get help from a community organization, or print the paper form and mail or fax it.
- Step 5Upload documents in the app: taking photos in the ACCESS HRA app is fastest. You can also bring them to a SNAP Center, or mail or fax them.
- Step 6Call for your interview yourself: HRA will not call you to schedule it. Call 718-SNAP-NOW (718-762-7669), Mon–Fri 8:30am–5pm, no appointment needed. Say "Chinese, please" to get a free interpreter.
- Step 7The interview takes about 30 minutes and covers income, expenses, status and household. Keep your documents next to you. The City says Thursday or Friday afternoon is the best time to call.
- Step 8Do the interview early: finish it within 7 days of applying to be considered for expedited SNAP (fast-track). If you don't finish it within 30 days, the application is denied.
- Step 9Want to meet in person? Any SNAP Center must give you an in-person interview if you ask, however you applied. They cannot turn you away.
Documents to prepare
- ID
- Income proof for the household
- Rent and utility bills (deductions raise your benefit)
- Immigration documents (for the person applying for themselves)
After you apply
- When you'll hear: usually within 30 days. If you qualify for expedited SNAP, a one-time benefit comes within 7 days.
- EBT card: usually mailed within 5 business days of approval. If you can't wait or lose it, get a temporary card at any SNAP Center.
- Check your status: log in to ACCESS HRA, click "View My Cases" on the home screen, then "Show Info". Or call the DSS OneNumber 718-557-1399 (Mon–Fri 8am–5pm, interpreters available).
- Recertification (renewing your eligibility): usually once a year. You can do it up to 60 days early. When ACCESS HRA shows "Expiring Soon", send the form, do the interview and send documents, or benefits stop.
- Denied or cut? Read the reason in the notice. If you disagree, ask for a fair hearing (a State review) within 90 days of the notice date by calling 1-800-342-3334. You can also reapply any time.
Tips
- Some important letters only go to your mailing address on file. Update your address in ACCESS HRA right after you move, or you may miss interview and renewal notices.
- Protect your EBT card: check your balance often and change your PIN. You can freeze the card in ebtEDGE when not using it to stop theft.
- If everyone at home gets SSI, you can apply for SNAP at the Social Security office.
- If someone (like your adult child) needs to ask HRA about your case, you must first sign HRA's Client Consent Form.
Common mistakes
- "SNAP gets you deported": SNAP isn't an immigration enforcement tool; if you're applying for a green card, read our public charge guide first
- "One undocumented member disqualifies everyone": eligible members such as U.S.-born children can still get it
- "Working families can't get it": if income is under the limit you can, and working households have a higher limit
