现Cash assistance and SSI
Households with very low income can apply to HRA for Cash Assistance. People 65+, blind or disabled with very low income can apply to Social Security for SSI: up to $1,081 a month for one person living alone in New York in 2026.

Who can apply
- Cash Assistance: very low income and assets; NY's Safety Net Assistance is broader for immigrants, reportedly including pending asylum, TPS, DACA and others (confirm with HRA)
- SSI: 65+, blind or disabled with very low income and assets
- SSI immigrant rules are strict: refugees and asylees up to 7 years; green card holders usually need 40 work quarters or another exception
How to apply, step by step
- Step 1Cash Assistance: apply online. Open ACCESS HRA (a069-access.nyc.gov/accesshra) or the app, choose Chinese, and apply for Cash Assistance. The same application also checks you for Medicaid and SNAP.
- Step 2Or go in person to an HRA Job Center (also called a Benefits Access Center).
- Step 3After you submit, call for your interview: 929-273-1872, Mon–Fri 8:30am–5pm. Say "Chinese, please" for an interpreter.
- Step 4Upload documents in the app: HRA's list (W-119D, in several languages) shows what you may need. Send copies, not originals.
- Step 5Need money urgently (for example a shut-off or eviction)? Say it's an emergency when you apply; you may have a same-day interview.
- Step 6SSI: call for an appointment. Call Social Security at 1-800-772-1213 (Mon–Fri 8am–7pm), say "Chinese, please", ask for a free interpreter, and book a phone or office appointment.
- Step 7SSI needs originals: Social Security number, proof of age, green card or other immigration papers, income and bank records, lease or rent receipts; for disability, doctors' names, phone numbers and medicines. Social Security doesn't take photocopies and gives originals back.
- Step 8Call first; don't wait for every paper: Social Security may use the date you first contact them as your filing date. They give you time to bring missing papers and will help you get them.
After you apply
- Cash Assistance timing: usually 30 to 45 days; emergencies can be faster.
- Check status: see your case on the ACCESS HRA home page, call 718-557-1399, or call or visit a Job Center.
- After Cash Assistance approval: an EBT card is mailed. If it doesn't come, get a temporary card at a center. Recertify (renew eligibility) by the date shown in ACCESS HRA.
- SSI: Social Security sends the decision by mail.
- If denied: for Cash Assistance you can reapply any time, or ask for a fair hearing within 60 days of the notice date at 1-800-342-3334. For SSI you generally have 60 days to appeal to Social Security.
Tips
- A Cash Assistance denial doesn't mean Medicaid or SNAP is denied; read each notice.
- You can bring someone with you to Social Security to help explain.
- Have your Social Security number ready when you call.
- If you miss a Cash Assistance interview, you'll get a call and a letter to reschedule; always respond.
